১৯৮২ সালের ৭ই নভেম্বর স্থানীয় সরকার (উপজেলা পরিষদ ও উপজেলা পুনর্গঠন) অধ্যাদেশ ১৯৮২ বলে প্রথমে উন্নীত থানা পরিষদ গঠন করা হয় এবং থানা পর্যায়ে বিকেন্দ্রীভূত প্রশাসনিক ব্যবস্থা প্রবর্তন করা হয়। পরবর্তীকালে উন্নীত থানা পরিষদকে উপজেলা পরিষদে রূপান্তরিত করা হয়।
